in the link dialog, the area where the user can pick a target is missing from the dialog.

I generalized this to include all the items in the link properties that were not implemented because they were "advanced"
what are the other "advanced" features for link properties (other than picking a target)?

The only "advanced" feature is the named anchor. Remember to not confuse this with "Advanced Edit". The work described here is revealed by the "more" button". I'm not really sure we need it, but in the spirit of making the basic link dialog, which is used frequently, as simple as possible, I guess it doesn't hurt to have a "more" feature.

Unfortunately, didn't make it in time for M11. Will finish in M12
The code to use a "named anchor" or "heading" as a link has been added, but not placed within a collapsable "more/fewer" block. Will do that after discussing on editor newsgroup.
