based on Bug 94753:
'we probably just want to do something much simpler like expose the "use
HTTP/1.0 pref" in the proxy configuration preferences panel with a description
of why this may be necessary.'
Given the problem we have w/ proxies and HTTP version compatability, maybe in a
future PAC file format, specification of the HTTP version used for the
connection should be an option.
(I have no idea if this is a terrible idea or not, but I'm just throwing it out
while I do my daily triage).
