We could use Twitter bootstrap, or nothing at all. See also bug 9768854. It would be nice if we could share CSS class names for the conversation window. Whether that's practical is unclear. I think we could reasonably start with nothing, and pull something in later if necesssary.
My gut would be to start with "nothing" at first, and eventually add anything we need while making progress; I mean, it's really hard to figure out the required tooling without even having started hacking on stuff :) From what I can see from the draft UI mockups[1], I can't see how a framework/toolkit would especially help here; but if it ever happens, we could still add something external anyway. +1 for starting with vanilla CSS; That seems pretty straightforward and we'll have the last CSS niceties, so that should be enough.
Agreed, CSS is easy to mix in later if we need it. Let's do that.
