1. Goal:
* As a user I want my browser to never offer to translate the content on a web page when it detects the page is written in a non-native language so that I am not interrupted by the translation infobar.
2. Acceptance Criteria:
* Checkbox labeled “Offer to translate pages written in other languages into my default language” appears on Content pane in browser preferences
* User can check or uncheck checkbox
* Checkbox label text is localized to user’s default browser language
* “Offer to translate…” checkbox is checked by default on new installs of the browser
* “Offer to translate…” checkbox is checked by default on versions of the browser updated to include translation
* If “Offer to translate…” checkbox is checked and a user visits a page written in a foreign language, the translation infobar appears.
* If “Offer to translate…” checkbox is NOT checked and a user visits a page written in a foreign language, the translation infobar does NOT appear.
