Currently we include an empty view stub directly in each panel layout, then we have duplicate logic to inflate it and set its content in BookmarksPanel/LastTabsPanel/MostRecentPanel/ReadingListPanel. We should move this logic out into a new custom view (EmptyPanelView or something), and then we can use this new view in our dynamic panel code as well.

We have completed our launch of our new Firefox on Android. The development of the new versions use GitHub for issue tracking.
