We need an API that: - receives a PIN - if it succeeds returns a 200 - if it fails, increments all the failure code, getting them one step close to being locked out and returns information about that - if locked out returns an appropriate error code
https://github.com/mozilla/webpay/pull/406 Note the incrementing of failures all occurs in solitude, so its pretty simple in webpay.
