When creating an attachment, it should be possible to also submit a comment to the bug about the attachment as well as mark previously submitted attachments as obsolete. This would save users from having to take these common additional steps separately (which takes more time and generates more bug mail).
Removing "and obsolete old attachments" from the summary of this bug because that functionality is covered in bug 98111. Adding dependency on bug 98602 (Templatize createattachment.cgi) since this should really be taken care of as part of fixing that bug.
