User Story
As a user I want the ability to disable the identification of apps that have not been killed by out of memory processes when using edge gestures to make it easier to use those apps as soon as I swipe to them. Acceptance Criteria: 1. I can disable the identification of live apps (in a sheet stack) which causes apps that haven't been killed by out of memory conditions to be displayed without the identification provided to killed apps. 2. Having opened enough apps for some to be killed due to the device being out of memory, swiping from the left edge brings the previous sheets into view with an identification of which app it is. This identification is only displayed for killed apps. Live apps just display the app's current view. 3. Ability to disable identification of live apps when swiping in sheet stack matches UX spec. Note that this is meant to be a developer setting, not necessarily a user facing setting as stated in comment 1.

I'm wondering if we should drop this feature given how positive the feedback on the overlay has been :) We wont have the new screen capture API for 2.0 and the overlay is hiding all the white flashes we had before, so turning it off would reveal those platform issues.
