Steps to reproduce:
1. Start Firefox with new profile.
2. Navigate to the 4th step of the UITour. (bookmark buttons)
3. Move the cursor to bookmark button and hover over the star or show your bookmarks button.
Expected results: Each button is focused properly.
Actual results: The buttons don`t seem to focus properly.
Notes:
1. This issue is reproducible on Windows, Ubuntu and Mac.

Yeah, this is a known issue that I mentioned to Enn in bug 943759 (where we allowed mouse events to go through highlights) but he wasn't able to reproduce. I filed it as bug 969173 but then couldn't reproduce it after bug 966072 landed.
