After MCC/MNC detection reveals our preferred payment provider for the region (bug 987857) we need to fall back to a supported provider if the preferred one doesn't exist. The decision tree in the original bug has details.
This depends on some API changes (see dependencies)

This explains how to select a payment provider.
We need the public_id changes (bug 998975) for this to be possible.
