We should land the Windows-native alternate to msys rm.exe from bug 727551 into MozillaBuild as well.

I'm going to follow the same scheme coop used for the RelEng deployment. Copy winrm.exe to msys/bin, rename MSYS rm to rm-msys.exe, and copy winrm.exe to rm.exe.
