Details
We need an interface to trigger the GMP update search from bug 1009816 explicitly.
That will allow us to let the user trigger it from the AddonManager.

This is scoped specifically to OpenH264, not media plugins in general.
Summary: Allow explicitly triggering update for GeckoMediaPlugins → Allow explicitly triggering update for OpenH264

Sorry I originally thought I'd do this in a new bug, but since then I had to move the code out of toolkit/mozapps/update. The patch I have up now has this and tests for it.
You can scope it to openh264 by using the GMPAddon.isOpenH264 property.
