We need the ability to highlight the Loop icon in the browser chrome.
The web page and interaction that triggers the highlight is TBD. (potential options are from Firefox onboarding tour and/or Loop product marketing page)

*sigh* Yea. At least the webpage can detect what is available if we do end up changing it, via getAvailableTargets
