we had a build error on bug 1002545 since wget have certification issue to download from https://ftp.mozilla.org, and we have fixed this issue for mozilla-build on bug 1029953. so we should also upgarde it on Windows build machine.

I'm stealing this bug with the understanding from Mark that we expect windows to be fully puppetized by EOW, if that ends up not the case, I will hand back over to Mark for a manual deploy on our existing b-2008's

This code actually updates to 1.16.3 since its whats in "current" mozilla-build. Figured that was easiest here.
