According to bhearsum in this firefox-dev post <https://mail.mozilla.org/pipermail/firefox-dev/2014-August/002127.html>:

The runtime puts both the webapprt stub executable and the webapp.ini file into the Contents/MacOS/ subdirectory of the app package, so it sounds like we'll need to move webapp.ini to another directory, like Contents/Resources/ or a MozResources/ directory like the one to which some Firefox files are moving.

This may be a good time to also fix webapprt signing!
