Details
The log parser should be able to handle both compressed and uncompressed files. If we used the python requests library to download the file, we would get it for free.

Now that we have bug 1080760, I think we should be deprecating the use of our own log parser for third party submitters. As such, we don't need to support non-gzipped logs. That said, we also have bug 1165356 for switching to requests, so may fix it as a side effect there, but it's definitely not a primary goal.
