On current 2.1 trunk the pairing page doesn't show up when SHB is enabled on flame.

I cannot repro this neither in 2.1 or master. I tried with and without SHB, pairing from a MB Air, and I can see the pairing screen in the phone in all cases. Could you please provide STR?

This looks like this might be a dupe of bug 1069690? - which supports the no-repro from comment 3 (because bug 1069690 stopped reproing yesterday as well)

Seems to be working on the latest master for me as well. Might have been temporary or a backout? If we have a bad revsion we might be able to bisect what fixed this. Marking as worksforme for now.
