The layout.css.scroll-behavior.property-enabled preference enables the scroll-behavior CSS property as defined by CSSOM-View. A separate preference enables the related CSSOM-View DOM method extensions, tracked in Bug 1087559. A Bug 1041833 tracks enabling this for Fennec, once the required dependencies have landed.
