1. Launch the settings

Airplane mode switch becomes available fast

Airplane mode switch didn't become available fast

Possibly related to bug 815166
Should we get a logcat to see whats going on?  possibly the RIL team to comment once we have logs to see if the modem is being slow?  Ken,can you help?
