I've tested a french mac build on a new profile in Berlin, and got only one tile.
(The German build I tested successfully showed 9 tiles and a de/Berlin pony)

That output looks like bug 1091327. Can you check if opening another new tab page fixes it? (I.e., we have sponsored data in the client but not all tiles are shown.)

Yes, restarting the browser and opening up a new tab showed that I got the Any Country / fr tile.
Also the moz tiles are translated into French.
Resolving at dupe.
