This bug tracks the next set of enhanced tiles features since the 33.1 release.
We want to be able to:
- only show an enhanced tile when it wouldn't be among undesired sites
- allow for rollover directory tiles without it being enhanced
- show at most one enhanced sponsored tile positioned at the front
- generate reports for these enhanced tiles
