Steps to reproduce:
1. Open Firefox.
2. Drag the URL Bar to open the tabs tray.
3. Move the URL Bar back to the top.

Is this happening every time you try to drag the urlbar? It is a bit weird since I am not able to reproduce it.

I've installed 22/12 Nightly build and I was able to reproduce the issue on Alcatel One Touch (Android 4.1.2) and Samsung Galaxy Nexus (Android 4.2.1) by moving slowly the URL Bar back to the top. I was not able to reproduce on Nexus 4 (Android 4.4) or Moto X (Android 4.4)

This bug might be tough for someone to work on if they don't have the right device (looks like Android 4.1 or 4.2). We need some investigation into what's going on, but the first steps would be to build with this enabled and see if you can reproduce. To enable, just flip this boolean:
http://mxr.mozilla.org/mozilla-central/source/mobile/android/base/AppConstants.java.in#299
to true.

WONTFIX: We switched to a (non-draggable) full screen tabs tray in bug 1161638. Therefore the dragging code has been removed in bug 1217109.
