When scrolling very fast on pages with dynamic content, the scrollbar behavior can be very weird - it'll jump around as if you never scrolled, then jump back. It looks like something isn't in sync between layout and APZC.

Taking now since it makes dogfooding and performance testing difficult.
Switching this to a meta bug about APZ jank issues, because there are a few.
