With APZ enabled:
layers.async-pan-zoom.enabled = true
apz.subframe.enabled = true
layout.event-regions.enabled = true
layout.scroll.root-frame-containers = true
Scrolling nytimes.com has some very strange behavior. It looks like when we invalidate, some kind of layout event happens that resets or loses the scroll offset. This causes the page to jump back or forward as you scroll quickly.
