add talos .zip files to tooltool so developers can easily run talos tp5 and other tests

right now talos tp5 cannot run unless you have a magic .zip file and unpack it correctly in the right place.
We should move:
http://people.mozilla.org/~jmaher/taloszips/zips/tp5n.zip
to tooltool and then modify the talos mozharness script to download and unpack the tp5n.zip file.
