Details
I have had a bug report (bug #113040) annotated with a request to provide build
information, but one of the prominent pieces of information on the bugzilla form is:
Some fields initialized from your user-agent, Mozilla/5.0 (Windows; U; Win98;
en-US; rv:0.9.6) Gecko/20011120
Which seems to me to be exactly the build information. If this information is
incomplete, or is not actually getting into the form, then bugzilla should not
be filling in fields based upon it or producing this mesaage, otherwise the
implicatin is that there is no need to enter this information.

The fields it initializes are your platform and operating system. The assumption
is that you're using the same computer on which you reproduced the bug but not
necessarily the same browser (since the browser the bug was observed in may not
even start up). In fact, in reports that include both useragent and a build id
the two agree no more than half the time. Hence the useragent field and the
build id are not included in the report.
We should clarify that message to say that the build id will _not_ be included
by default.
