Once Silk is enabled everywhere and using either hardware vsync on supported platforms or software timers on non-supported platforms, delete the existing software scheduling timers in the compositor and the refresh driver.

Noting that we're re-targeting Gecko 42 for the removal of non-silk mechanisms, not Gecko 41.

All non silk scheduling paths have been deleted. The non touch resampling code paths on b2g have been deleted as well. The gfx.vsync.* preferences have been deleted. There hasn't been a spike in crashes. Resolving this as WFM.
