I've rested the issue and was not able to reproduce it. Navigation bar is displayed while Tracking Protection is enabled (strict or basic). [Tested with:] Browser / Version: Firefox Nightly 63.0a1 (2018-07-18) Operating System: Windows 10 Pro @Matt do you still reproduce it?
