preference set to "first time it is needed", yet the dialog comes up during a Yahoo!Mail session after every button click, i.e. click to reply, it comes up, click to send, it comes up. will not happen during initial page loads. will happen during course of browsing, and once the password manager has a legitimate task (i.e. it comes up during an actual "save password" moment), it will stay "on".
