Currently, we require non-buildbot users to post data to TH, but this doesn't scale well...it means we don't see that data in staging or dev environments. Once we get rid of builds-4hr, it means staging and dev will have no ingestion at all. We should consider supporting ingestion via Pulse; this way, any number of TH copies could ingest the same data. At some point (before we transition away from builds-4hr) this will be a necessity.
