In the properties of a mail folder, you can set the encoding. However this is very difficult, because the list is so long that the lower scroll arrow doesn't display. Which build ID are you testing with? The fix for bug 84121 was checked in at 2002-01-13 21:56 I tested this on linux before and after the fix, and first saw the bug, but it later seems fixed.
