It is confusing that click-to-play images setting is under "Customize"

I expected to find this under "Display". Why did we choose "Customize"?
"Customize" is kinda the worst, since technically every setting you change is a way to customize the browser.
I know that we're hoping to target a settings re-org for 44, but I imagine that this setting wasn't included in the user research we're doing.

I agree.
"Customize" and "Display" are two of the more controversial groups in our Settings right now. I'm not sure why we have these but from the research that Gemma has been conducting, I expect us to move this to another section.
I think we should do this as a part of the meta bug 1069035.

Okay, well let's keep an eye on this in case that re-org starts to feel at risk for 44. Hopefully there will be designs soon, so we can start working on that.

In bug 1216257, we have a new organization for Settings.
According to that structure, I'd say this belongs under "Advanced".
