Also, there are a lot of oustanding bugs here and not much time left in the 48 cycle. Are all of these blockers for shipping this feature? Can we triage this list? Who owns shipping this and enabling it by default?

I don't think all of these are blockers. My opinion is that what we have now is already better than what we're shipping, though if you disagree then obviously we should reconsider. I think bug 1249201 will improve things further, and that one looks close. If it misses the merge we can (and probably should) uplift.
