This is a follow-up of bug 987233 comment 8. The CB messages for SIM DOWNLOAD are expected to be handled directly by the modem to update the data in SIM via STK SIM DOWNLOAD protocol. However, the modem still notify these messages to the application layer. File this bug to filter out this kind of CB messages.

BTW, according the 3GPP requirement, the the channels of these SIM DOWNLOAD message are not allowed to be disabled from the UI settings, that's why the device still received these messages when the alert is disabled.
[Blocking Requested - why for this release]: This is annoying to the foxfooding user according to bug 987233 comment 8.
