Bug 642243 added a BinScope check. We're still using the old BinScope from back then.
The old 32-bit BinScope runs out of memory while analyzing xul.dll (which is not analyzed at the moment). BinScope 2014 seems to use less memory and also has a 64-bit version.
We should upgrade to BinScope 2014. While we're at it, we should switch to tooltool (instead of relying on a system install).
