[TV] FTE for Pin-to-home context menu button corrupts if we cancel the menu immediately

STR:
1. make a brand new profile
2. launch app deck and move to an arbitrary app
3. press option key
4. after option menu animation ends, press cancel key immediately
5. press option key again
6. after FTE appears, press "done" button"
Expected:
The FTE wizard disappears and we can start manipulating the option menu
Actual:
The FTE wizard disappears, but another FTE wizard is still on the screen without focused. We're unable to manipulate option menu properly.

A quick fix.
We just don't need to generate the dom again if it's already there.
