Latest Thunderbird 38.5.1 is not possible to install on Windows XP SP2 (and Vista without some latest updates) due to SHA signatures. See https://www.mozilla.org/en-US/thunderbird/38.5.1/releasenotes/.
For Firefox, there is already a support article https://support.mozilla.org/en-US/kb/get-latest-version-firefox-windows-xp-vista and the download page offers older 43.0.1 to XP and Vista visitors.
For Thundebird the article is in progress, but the download site offers 38.5.1, which is not possible to install for affected users.
Expected:
Thunderbird download page should offer working installer (older 38.5.0) to XP and Vista visitors.

Jeremy, can you look at this?
Some input:
* Latest release compatible with XPSP2: 38.5.0
* Latest beta compatible with XPSP2: 43.0b1
* There is no "esr" release for TB
* There is no "stub" product for TB

Has any one tested this since bug 1242036 was deployed 2016-02-18?

Nope. I switched to Windows 7 about 3 years ago, and a couple of months ago to Windows 10.

I can confirm with XP virtual machine. Vista VM, for some reason, does not connect to the network.

Windows Vista Home Premium SP2 32bit OS.

Version Thunderbird 36.0
Using the auto update to notify me of updates, so I can choose when to actually update.
I've had no issues via this method.
Test:
Uninstall TB 36.0
Fresh download from here:
http://ftp.mozilla.org/pub/thunderbird/releases/38.5.1/win32/en-GB/
allow download .part to complete and disappear leaving .exe file.
double click and select to Run.
Selected 'standard' and 'install'
select to auto launch and Ok.
Result: fully installed and working as expected.
Then selected Help > About Thunderbird and used the auto update.
Restarted and all is perfect.

Repeated test on Vista checking version 38.5.0
Test:

Restarted and all is perfect.

Sorry typo in comment 12 - uninstalled 38.6.0
then installed 38.5.0
then updated to 38.6.0
I am not experiencing any issues, but I do have Update for Windows Vista (KB2763674).

As I have been testing various downloads, I would like to point out that this page:

According to the release notes and the 'hover' over link information it should be allowing download of version 38.6.0.
however, there is nothing stated on the actual webpage indicating clearly what version it is supposed to be.
English (British) Windows OS download, but it would appear to be the same for other languages.
i've not tested other OS.
This should show latest release 38.6.0
If you hover over the link it says 38.6.0 in bottom status bar.
If you select to download, you get version: 38.5.0 and then you have to update.
So you are not getting the latest release as expected.
Could this be checked.
If people are having an issue with 38.5.0, then they will be frustrated with inability to download 38.6.0.
In all cases in the past, when I usually update using method Help > About Thunderbird and used the auto update, I only see one version of Mozilla Thunderbird listed in Start > Control Panel > Programs and Features.
However, after downloading version 38.5.0 (I expected 38.6.0) and then updating, two versions are now in the 'Programs and features'.
If I choose to uninstall the 38.5.0 version, the second one, version 38.6.0 turns to a broken image icon and when also disappears when refreshed.
This occurs on version 38.5.0 if downloaded from either of these places and then updating:

I'm not sure if this has any relevance, but i thought i would make you aware of the situation.
