0. Open about:config?filter=/block_active_content|rewrite/ , disable both prefs
   Make sure that Sidebar, Bookmarks Toolbar and Menu Bar are hidden
1. Copy url of attachment 8570766 [details] in clipboard
2. Open new window, maximize it. Open many New Tab Pages to cause overflow in tabs toolbar.
3. Select the last tab, paste url copied in Step 1 into location bar, press Enter
4. Wait until Flash content is displayed on the page, click on the free space on the page
5. Select the penultimate tab (Ctrl+Shift+Tab), wait 5 seconds
6. Select the last tab (Ctrl+Tab), wait 5 seconds
7. Press F10 to show Menu Bar

AR:  Part of Flash content is drawn above urlbar
ER:  Flash content shouldn't be drawn above chrome elements
(!) In step 0 you have to also make sure that Title bar is hidden as well
(!) Also, in Step 2 you have to open 5 additional tabs after you cause overflow in tabs toolbar

I have a hard time reproducing this one. Usually I get bug 1245995.

- tab overflow must be active
- lots of tabs needed
- might be tied to apz being enabled
Comment 4 is incorrect. Here's the correct info:
1) Using STR in comment 0 here, I always get result from comment 0, not result from bug 1245995
2) I reproduced this with APZ disabled, but I can't be sure about conditions.
   Looks like with APZ disabled it's very hard to reproduce, but it's still possible.

Actually (2) is very confusing. I'd like it very much if somebody else tested this bug + similar scenarios. IMO, this report should indeed stay dependant on more clear (also, older) bug reports.
