On the page specified in URL there's "download" botton (link): <input type=image hspace=10 src=/images/misc/downloadnow.gif border=0> Context menu on this link is the "frame" menu (with Open Frame in New Window, Frame source etc.). Afeter choosing "Show Only This Frame" the url changes to chrome://navigator/content/navigator.xul (and new mozilla frame opens in the main page pane)

This is probably also a dup of bug 77122. You a seeing the (wrong) context menu, because of bug 77122 but chrome://navigator/content/navigator.xul opens because of bug 118482.
