Upgrade treeherder-node client to 0.7.0
This looks good to me, but I really do not think that this repo is used anywhere. It was something that came before mozilla-taskcluster as far as I recall.

It's used as long as jobs run on gaia. I know that they are currently hidden, but I think they're still being run.
