Bug #1255811 made me file this.
We get surprised by '\' and windows command execution logic quite frequently, and AFAICT, there's nothing really that binds us to do the repacks on a windows machine.
AFAICT, we can run makensis on linux to generate windows installers.
No idea how much that work that is, though.

Downside, if we unsupport repacks on windows, it's gonna be hard for volunteers on windows to get a successful build.
But there's also perf we might get.
