In bug 1171755 commit https://hg.mozilla.org/mozilla-central/rev/3d069c049adc disabled the img-tag tests because of https://github.com/w3c/web-platform-tests/issues/1874 where PIL, a non-standard dep, was used. That issue appears to erroneously still be open, since the merged PR https://github.com/w3c/web-platform-tests/pull/1965 seems to have addressed the problem by generating BMP files instead of PNG files. I'll comment on that issue once I'm sure I'm not deeply confused.

This is blocked on getting a more recent version of Python used on the test machines, follow the dependency graph to bug 1266240 and friends, clearing assignee.
