en-US.xpi is missing in https://ftp.mozilla.org/pub/firefox/releases/46.0/win32/xpi/ addons.mozilla.org (AMO) relies on that file (and the corresponding entry in SHA512SUMS) being there to provide compatible language packs to users. Currently, all users of 46 have their en-US language pack deactivated, there I'm setting this to P1.
