Attached patch part 1, move out of gfxPlatform (deleted) — Splinter Review
This moves DeviceManagerD3D9 out of gfxWindowsPlatform, similar to how DeviceManagerD3D11 works. The locking changed slightly in the move: we now acquire the lock for the duration of most functions, rather than just the singleton assignment.
