As part of the buildbot ingestion process, we create "buildapi_running" artifacts, I think representing the state of the jobs when they are first started. As far as I know we've never used this information for anything, so let's just stop storing it (this will also help with deprecating job artifacts, which we want to do as part of removing datasource).

Bug 1299861 - Stop storing buildapi_running artifacts (#1827)
They were only supposed to be used for debugging, but we haven't even
been using them for that.
