1. Start Nightly
2. Go to any sites (e.g. about:home)
3. Open DevTools
4. Enable new Responsive Design Mode
5. Check-on the Rulers and the Measure tool
6. Confirm checked icon style
Actual results:
Rulers and Measure icons are not changed the checked style (highlight blue)
Expected results:
Rulers and Measure icons should be change the checked style.

Thanks for filing this! I don't thinks it's severe enough to block enabling new RDM, but I'll track it as part of the project generally.

Bug 1278762 sets the correct `outerWindowID` on the browser, which also fixes this issue.
