The Gecko profiler should record detailed information about Necko activity, for visualization by Cleopatra. Details left to comments.
Note that there is accompanying activity in the Cleopatra project on GitHub, currently:

(but that will soon redirect to a more official URL).

Pseudo stacks will be needed for Network. This is also listed in Bug 1437157, but that work may need to be broken out into an additional bug.
Markers are another important piece. Markers could be gathered for every request to help build up the picture of exactly what is going on in the profile. We should probably discuss any privacy concerns to the exact type of data that is collected, as these profiles are generally uploaded and shared. See https://github.com/devtools-html/perf.html/issues/775 for tracking anonymizing profiles.
There could also be TaskTracer tie-ins, see Bug 1319669.

I feel like this old bug can be marked fix. More recent meta bug 1553419 is continuing to collect tasks related to network markers.
