Another way to reproduce the problem: Close Mozilla if open. Start browser. If not in restore mode, enter restore mode (not minimized or maximized). Maximize the browser window. Hit F11. Hit F11 again. The browser window is stuck in maximized mode. It cannot enter restore mode. Now, close Mozilla. Open Mozilla again. The browser window is still maximized, and is still stuck. To get out of it, open a new window. The new window is not stuck. It can enter restore mode and be resized.

Looks like bug 126730 to me.

I don't think this is a dupe. This bug is specifically about Move being enabled in the system menu (Alt+Space). Suggest reopening to keep this issue separate.
