Steps to reproduce:
1. Create a new bookmark on some page
2. Modify the location field by appending the string "%s" so that a parameter can be passed to the bookmark
3. Add the string "#" as a keyword for the bookmark
4. Try using the bookmark with a string such as "# JIRA-123"
Actual results:
The default search engine is used to search for "# JIRA-123"
Expected results:
The bookmark should have been used to look up the bookmark previously created and by appending "JIRA-123" at the end of the location field.
Please note that this is a regression. This bookmark creation procedure used to work in previous Firefox versions.
