We seem to have persistent, low frequency crashes in ServiceWorkerManager::GetInstance() when loading registrations. Typically these have very small browser uptimes; only 1 or 2 seconds. So they are pretty much startup crashes.
Its unclear what is going on here. I previously landed a patch to handle failures in ServiceWorkerRegistrar better, but that does not seem to have solved the problem.

A lot of this signature in 52.0b3. Again, the uptimes are very low. Perhaps its the problem where we crash the content process if we try to stop the process immediately after start.
